Is Secrets and Shadows if I’m going to just be playing the base game clans, or should I wait until I want to play one of the new ones? Like, is there any new content that’s universal and not just for the new clans?

Anyone have a full list of the ROs at this point? Dove was added iirc, but I want to know who else was, or if I’m mistaken about Dove.

Bought and played the IAP as soon as it came out. Played as Hecata. Was pretty disappointed with Oblivion. I played through from start to finish and never got a new quest involving an auction. The storyline was exactly the same as when I played it before. Bought it via Google Apps.
Didn’t you get a scene where a random phone on the street rings?

I am having a huge bug it won’t let me buy the new expansion I bought the outcasts one a while ago and for some reason its giving me the new expansions but when I get to the hospital scene meeting puttermaster this happens
The Dove romance can be triggered at multiple points by asking Dove to drive with you. The one I remember well is taking advantage of winning the auction mission for Dove and Millicent to get Dove to “reward” you by going on a drive, but there are other points too.
You need a high Camarilla score for Dove to agree in the first place; on the drive itself, Dove will ask you what the two of you are doing here, and then you can ask her out. (I’ve never actually been able to date her, though, because my Camarilla score wasn’t high enough; be sure to prioritize that.)
(Also there’s an option to date both Dove and Lettow in the endgame, but the stat check for that is incredibly hard iirc.)

Thanks for your answer, though I managed to do it on my own.
It seems that you will get the first opportunity to ask Dove out after finishing first set of missions. She will meet you on your return to Tuscon, and if you spoke to her politelty on your first arrival to city, you will get the option to ask her about her ride with werwolf guy and then ask her for a date in exchange for finding SI agent in Lettow’s club (part of the main guest). Tricky part is this: you should have BOTH good realtionship with her and the Camarilla. It looks like you must do at least 2 missions in Camarilla’s favor (I helped Dr Caul, but did hospital and camp for Camarilla).
Date itself is also tricky 
Unless you have a really expensive car (7000$ was not enough, so 16000$ one probably?), you should ask for her car to drive with unusual CHA+Drive check. 3Cha+3Drive did it for me.
After successful date you will be able to finish the romance in later part of the game, but you MUST pick Camarilla’s route and help them to retake Viper from SI’s troops.
Despite taking me like 5 attempts to get it, I loved Dove’s romance. Once you’ll get through her initial disbelief, she’s soo sweet

You can get lettow with high enough carmilla relationship.
Julien requires high julien relationship.
Dove requires you to pick Romance dialogue choices & possible have high carmilla & impress her during car ride date.
All ghouls have dating dialogue options when talking to them.

How do you get a high camarilla relationship? I’m in the middle of doing one. I’m just at camp schleffer and I’m picking all pro camarilla choices but I’m still at poor relationship?
Got two times an error when I took a New car.
Two times it forces me to begin again the story…
Could you do something for this error ?
Your relationship doesn’t improve until the mission ends. Taking actions to secure the masquerade also helps improve it, as do a few dialogue choices. There will also be options to flirt with lettow that you can take later.
