“Meaningful choice” is something that’s hard to quantify, to be honest, because there’s no clear meaning to it
Does it mean a choice with consequences? How severe a consequence? Does it mean it has to lock out paths or significantly change the course of a story? Is it strictly a mechanical function, a narrative one?
Something like Disco Elysium has thousands of small choices or skill checks that, while often just flavour text, can significantly set the tone for a players experience with that game. Journey more than the destination sort of thing. My experience with it would’ve been vastly different if different flavour text came up
