I’ve been wanting to make a vampire Necromancer build, but I can’t find any answers on how to get the book.

When your army is traveling in the second book, there will be a beggar on the road. Take him in and he will try to sell you the book. You can choose to arrest him and burn the book, pay him for it, or kill him and take it.
You do need some stats, like a certain level of magic, arcana and evil, if I’m remembering right, but those shouldn’t be an issue if you’re already on the path to necromancy.

Religion is also part of the stats needed for the MC to identify the beggar’s faith to which god/goddess, Religon > 40 I think
