This falls under rituals, but Full Metal Alchemist created the Philosopher’s Stone by sacrificing an entire city. Using lives/souls has always been a powerful source of magic.
Any sort of rite that is dangerous to perform may explain the power of the witches pretty well. Like say the witches have to impale themselves with dragon fangs to obtain this power, or bring themselves to the brink of death, etc.
