To get marine support you have to be wulframite. choose to go the long way around the docks and negotiate with the shipowners if you have decent amount of wulframite you will have a deal with them and get marjne support. As for the clubs it depends on whether you are wulframite or royalist. For royalists mc shipowner, Admiralty, and reform are very good options. Reforms allows you to take part in the armg reforms, and there is a sideplot where you can create your own antari private army. Admiralty is good for sabotaging wulframites since yoh will be able to maks it more royalist, and shipowners is good if you just want to makd a lot of money. For wulframite mcs though the better options are rendowers, and Admiralty. Shipowners is not really good if yoh are wulframite because the market gets affected everytime the king uses his veto. Reform gets obstructed anyways without you and if you obstruct it I think you lose rel with welles so not worth it. I havent tried wulframite overseas though.
