What is your damage with DLC?? 
I personally never had an issue paying $3 for some extra clans, you were never forced to get the extra clans in the first place, it was just a “flavour text” option imo. Most of them released quite a bit after the game originally released anyway, which was a nice way to keep the game relevant.
