I think you did a great job capturing the tense atmosphere under a militant rule. I love that youve shown Ira to struggle with the “just following orders” part of her position.
This looks like an interesting story to follow with a lot of potential. I found the atmosphere of militerism present throughout the first chapter interesting.

Yes. The student guards were modeled after mandatory youth programs that have existed for high school and university students during authoritarian times.

At its current state, I don’t plan to use tabletop style stats like strength or intelligence.
What the game does track is your relationships and the impressions you leave on other characters. These variables will be hidden to keep the focus on the story.
All narrative branching will be handled by your choices, and the relationships you’ve built up.
There isn’t much here for me to form an opinion, but I’d say this seems promising. As DiGreatDestroyer said, I think chapter 1 could do with being longer, maybe covering the basics of the society we live in, fleshing out Ira and Dunya a tad more, and/or briefly covering our character’s life so far.
