Sexual divergence leading to underclasses, maybe? Like the big brained intelligent Raptors that can reproduce mostly produce large amounts of smaller, sterile and possibly un sexually differentiated, mostly unitntelligent worker grunts and smaller amounts of smaller (but larger than the smallest, still sterile, minorly sexually dirrerentiated, slightly intelligent “drones” and those are the two types humanity has seen as ground troops. Meaning we’ve never seen the intelligent Raptors because there are at least those two degrees of separation between what we’ve seen and them? They may just need space or want what resourses Earth has, because there are just SO MANY “useless” offspring born to get to the ones they want (the other intelligent ones.)

Now that i think about it are the enemy called raptors because they look like raptors or because of the fact their species are lizardlike if so then wont that mean they would lay eggs?

Both. Raptors, in both appearance and size, more closely resemble a velociraptor in something like Jurassic Park rather than reality, where they were much smaller and probably covered in feathers.
Still, this is a rough comparison. Raptors have four arms instead of two, with prehensile claws, and a barbed tail that can stretch out behind them to run low to the ground or curl up closer and allow them to stand almost vertically.

I think it has been mentioned before, but it can be a good idea to look at real medals that nations use, and try to use them or something like that. The United Navy is made up of people from all over the Earth, as I do remember, though I can be mistaken, that the earth is not one government. So maybe you can use real medals and mix them into the United Navy, like you have the Purple Heart and also the Distinguished Service Cross, Honoris Crux, etc.., to also show that the United Navy is quite a colorful assortment of people from different places and nations.
