So, I haven’t updated my WIP in a while, and I’ve been working on the next chapter for forever, but I come online to see my topic is locked. It says to contact a moderator but I…don’t know how to do that. Am I even allowed to ask to unlock it even though I haven’t updated yet? (though I plan to…)

You can message the mods directly btw, good luck with your WIP
Usually, to ensure active WiP are listed at the top of the forum page, WiP without activity for 30(?) days are closed.
When this happens, you can pm a moderator or Leader to reopen a thread (you may always contact me for example to reopen an inactive thread) that was closed due to inactivity.
If the thread was closed for other reasons, a Leader may not be able to help and will escalate the thread to a moderator.
With all that said, which thread do you desire to have reopened?

Progress hasn’t stopped, just slow. Am I still allowed to reopen? I can make changes to the link, I have some bug fixes not implemented into this version, if that would help.

Given that @Havenstone already did exactly that, I think the answer is a resounding “yes.”
Also, it’s okay if you’re not yet ready to update your WIP link. You’re still allowed to talk about your current progress, or your plans for future progress, or answer questions your players have asked… or even ask questions of your own! Maybe you can get some players answering things about their priorities you’ve been unsure of? Honestly, even a “Not dead yet!” message can be pretty nice.
