I see where you’re coming from and that was one of my first interpretations, because Step is around 30 (as far as I remember they were 25 when joined the Rangers).
But it works only if they’re not a Re-gene. If they are grown in a lab when exactly were they “born”? Then the math is not working. Step didn’t have a childhood. Or maybe they did have, if being the HG’s lost sibling is a correct theory.
I don’t know, it’s very confusing.
On another note, in some of the epilogues Mortum’s thoughts are a clear confirmation we can’t trust Step’s narrative. I don’t remember the exact phrasing, but it was something in the line of Step is a telepath and can’t be trusted to have clear view of things, because of the many people’s minds they’re listening/sensing.
If you choose to meet with Herald for coffee this is confirmed too. He gets tired of Step treating him like he’s a naive kid and says Step was his age when HB happened (and Herald’s current cannon age is 25/26 iirc)
Now that I think about it, this simple fact is extra uhh hilarious, considering another HB disaster will most likely happen.

Yes, in order to do so, you have to changed his tag from “betrayed and disappointed” to “heartbroken,” his break out is one of the more difficult ones. You also need to be nokill or repentkill, if you aren’t apologetic about it than he ain’t breaking your ass out.
Romancing him (and being his lover) while also tending more “mislabeled hero” than “villain” is the quickest way to get him to “heartbroken” rather than “betrayed”. At the end my Step was also apologizing profusely for lying to him and telling him everything about his (Step’s) mission—I’m not sure if that plays a role (but in fairness, it was “in-character” for my Step to apologize for lying to Herald and beg him to believe that the love they shared was real, which it was).
