Strongest overall for me would be Sidestep. Mine keeps screwing up the “mission” to save people, but she’s still a total badass and I freaking love that game.
Like @Snowflower, I’d say the strongest in fortitude is a tie between Sidestep and the ItFO marshal (I love that MC, too).
I will add that The Tin Star marshal was also pretty badass.
