Was it the convince path you tried? I forgot to add the choice for month 2, week 4 in the walkthrough – you need to fail when attempting to read the eviction scroll (otherwise the guardswoman joins you when you meet the Housing Council’s leader, and since what she knows can harm him, her presence leads down the threaten path). In order to fail, you need to use a stat (vitality, knowledge, etc.) that’s between 10 and 20. Hopefully that choice will fix the problem!
