Photopea has been suggested as a free PS-ish alternative that is a bit more user friendly for beginners than Gimp. getpaint.net is another.
If you like painting I’d also suggest artrage (paid but much cheaper than PS.) Agree very hard to paint digitally without a drawing pad (but you can get second hand ones that work just fine off places like ebay. Mine’s pretty ancient by this stage lol.)
