How do you Romance President Irons?

Just as the title suggests, I’ve been trying for a while now to find a pathway to romance President Irons, as she came up listed as one of the romancable options in this other thread, but so far I’m not sure what I’m missing.

Does anyone have a general guideline for how to romance President Irons?

I believe this involves three of four things.
1)No romance through main storyline
2)Donate lots of money when she comes asking for it.
3)Win the war
4)Stay in Washington DC ?
