If you ask me… not sure. We know almost nothing about Ember.
But if I had to bet it would be HG. They have mental powers, so it’s easier to influence people for their own benefit.

True. But something tells me…Lord Ember has more money—Dunno why, and more henchmen as well.
I say that because usually those who don’t like to be on the front line and see the world like a chess board like to have a small number of people that can be controlled and used. Where someone who doesn’t care who knows their identity, and has money rolling in easy…they will have a tendency to splurge on a henchman. Especially if they are paranoid. They would want an army to fend off their invisible fear of someone getting to them.
I though HG power work when they touch someone? If its the case, then yup. I don’t see them touching a lot of peoples lol I mean…ewww cooties y’know? lol

The most obvious reason is that Sidestep knows their face (and possibly how their power works) and can relay that info to Ortega for protection or a lighter sentence. Alternatively Shroud could visit Sidestep and extract the info for Lord Ember.
But given how Malin writes, I doubt that it is going to be that simple.
