Develop the Vaccine in Zombie Exodus *SPOILER ALERT*

I’ve played the game a few times, and I simply don’t know how to get to the ending where you develop the vaccine.
I went as far as to discover a rudimentary vaccine in Part IV, but I never got an option to develop it further after that. Please help.

The list of things you need to do to develop the vaccine is listed under “Ending 8 – Develop the Vaccine”
