One of several reasons ISIS was able to defeat entire divisions of Iraqi troops which on paper consisted of over 10,000 men each in the early days of the fighting was because those Iraqi divisions were filled with mostly ghost troops armed with ghost guns since the commanding officers were mostly pocketing the salaries and selling the arms and equipment on the black market.
