Exactly. We don’t need to recreate it, just find a way to tap that closed system and use it like a country-sized battery when desired, ie. release some of those poor already-excited electrons with nowhere to go into an appropriate target.

Hmmm, I like your thinking…
Fan Theory Time. The Xaos storms may have been started by epic magic from long ago, but they’d likely die out on their own eventually were they not being perpetuated somehow. Xaos storms burn off a little bit of that stored energy by transforming things randomly, but that burns only a very small part of the stored up energy. So they’d likely very slowly run out of juice if left alone, but not before the wards keeping them outside the Hegemony would collapse if left unreinforced. My theory is that the Storms are perpetuated by the magical energy within harrowed helots that escapes into the system. Just like not all of the energy from burning gasoline gets used to power a car engine, some of it escapes to increase entropy within the system and that puts Thaumaturchic constructs to which they are attracted at risk much the same way entropy will eventually cause a car engine to wear out. That’s why those Xaos storms are so attracted to the wards despite not being able to breach them, and that’s why those wards need to continually be reinforced to keep from being worn down by entropic forces.
So in order to keep their workings like that flying city safe, the original Thaumatarch found a large box to place all that dangerous entropic energy in, a box that needs continual reinforcement as the energy inside continues to build and build, a box now referred to as the Xaos lands. That would also explain why the Thaumatarchy finds itself having to harrow more and more helots to keep the wards up as the years go by. At some point the Thaumaturchy just won’t have enough helots any more to keep those walls up and the whole thing will blow…
Anyway, that’s my little theory…
