As for the legality of fanfiction, if anyone that says it’s clearly legal, or clearly not, they are both wrong. Fanfiction has always remained an extremely grey area based on a large number of factors. (And yes, even if you don’t sell it, it can be considered illegal.)
That said, to my understanding George Martin has made his opposition to fanfiction clear, therefore, as the vast majority of us here are writers (or otherwise creatively inclined), I think we’ll all understand why the forum will not link to any ASoFaI/GoT fanfiction, if only in respect of another creative mind’s intellectual property rights.
