Economies run 90% on trust and 10% on enforcement. If people violate the trust, the economy starts getting smaller; there are fewer exchanges, as people invest more in protecting or recovering their assets from theft and less on actual creation of value.

Even a little town like Rim Square seems to rate at least a dozen Alasters, the nobles comprise a military aristocracy/Reserve, and the merchants employ hireling guards. I also think that implies the overall security situation is tenuous for the Hegemony despite their high numbers of security forces.

So, adding those two up how far is the Hegemony’s economy, in which only free people can even dream of participating at the moment of course, down that sliding scale?
