I plan to fix this.
That 25k is a big bonus, and I plan to change the store prices soon. It wonāt be as big a bonus after that. Also money will be used in other ways soon.
I have added quite a lot, though at this stage of the outbreak, being a complete psychopath is not possible. You can kill a majority of NPCs so far and loot most.
With the Paynes, odds are not in your favor and they are technically your friendly neighbors so I didnāt think killing them was realistic.

Yes, I weigh goods based on difficulty to conceal and build a % chance to steal.

@NJG Some NPCs are off limits for now. Writing NPCs who may or may not be in a group AND make them have distinct impact and personalities is very time consuming.
