The way you upgrade your dao level depends on what path that your on. Body Path go Bohai Route then idk what else. Space path accept the old mans gift then go on mission for Wu Clan and then Monkey God Route and for Elemental Path go Chu Aiguo route.

this means the max lvl for a dao is 4 but i have it on 3 and most skills from void are still unaivailabe i didnt fight the rebels
For the space dao path you need to fight the Wu city rebels and pick the space dao option when pursuing them, in order to unlock a skill which is necessary to pass the second lesson from your master and upgrade your dao skill this way.

Pick elemental skill after time skip to get it to lvl.2
Pick sect master as your trainer, he’ll tutor you to lvl.3
Get the dao cucumber when the rogue sage visits the sect and you show him around, use it to get to lvl.4

Does it? I haven’t found so. My most recent playthrough has Martial Sovereign and I’m still paying >1qi in both story and arena fights all the time.

There can be some exceptions to this, where the game doesn’t use the basic qi spending routine but instead changes value directly, because it’s supposed to be some special case/situation. Those are uncommon, though.

I tend to use qi sparingly because I am a miser. I don’t like it when number go down. So I usually only use it when I don’t have a choice. That might lead me into more instances where the game doesn’t use the usual spending script?
Because with both Martial Sovereign and the Spiritual Necklace, I’m seeing some instances where it works as promised and others where it just doesn’t and it is difficult to predict from the text alone.
As a plus side, it finally pushed me away from Martial Sovereign-centric builds and into bonafide EXP farming.
Yeah, that sounds like sensible explanation. My playstyle is similar to that, although given i now sink lot of money into buying treasures, doing some occasional qi move is less of a problem. Even so, i tend to keep them in reserve; no need to tip off your opponents early, after all.
I used to keep them because I didn’t want Ruo to learn anything Dao related from me.
Now I’m just scared I’ll instantly lose to a gimmick in a scene like:
