There isn’t an “exact hour.” As a general rule, those of us in the United States can expect a new game to be available for purchase sometime between mid-morning and early afternoon of the announced release date. However, it will hit some platforms earlier than others. It’s not considered officially released until the announcement goes out to the mailing list, at which time it will be available on all platforms.
