I somehow think if the people (especially the nobility) saw him as cruel they might rebel. The King wouldn’t want that. Plus it’s Word of God that the most powerful noble wants to rebel as it is.

If he his cruel but feared that is one of the third best situations he could be in a monarchy out of the 5 situations this is all going off of The Prince.
I think they already know he is cruel but they wont do anything because maybe they dont care. As long they do what their told they’re rewarded so its fine for them.

Yeah there are some who disagree with his way of doing things, but most dont care as long as their rewarded its easy to turn a blind eye when your payed.
