Hero Or Villain Battle Royale: issue with a succesful rebellion

I cant find a way to get the rebellion to be succesful, I never have enough time to prepare the rebel cause to take down the garrison during the final tournament, after meeting that rebel person I can only recruit a bunch of mercenaries and maybe do another thing here and there but none of that is enough to succeed with the rebellion.

What do I med in order to take down that garrison?
