Is it possible someone can make a halo COG?I think it would be very interesting,and maybe it could get posted in COG hosted games,or is it not possible do to copyright?

For the same reason you can’t make an Harry Potter game - copyright infrigement. I guess you could make one if you asked for permission and it was granted to do you but you’d have to give up a fair share of profits to whoever owned the franchise, and let’s not forget you’d have to pay your publisher as well so for small indie developers or authors with a limited budget it’s really ins’t worth it IMO.
TL;DR - The chances of that happening are close to none.
