You can’t. It has to be Malcolm. I suggest that you raise your popularity with Mal as high as possible.
Or at least, that’s what I have concluded. I restarted 3 times and try to gain my popularity with Ryan as much as I could but that dude just wouldn’t budge so I switched and it worked.
I know i’m way too late but i’m just gonna throw this in here anyway 
You can, you need you get your popularity with Ryan to 45%. Then the option will be available.
